Mr. Chuxing Dong has a particular focus on legal practices related to the investment and financing of energy and environmental projects, with extensive experience in counseling carbon trading and integrated energy projects. The carbon trading projects he has advised are mainly about carbon assets transactions, CCER projects development, carbon finance, compliance management for emission regulated entities, etc. The integrated energy projects he has advised include Energy Performance Contracting (EPC), multi-energy coupling system of industrial parks, electric vehicle charging piles, energy storage and fuel cells. The legal services he provides span full life cycle of the projects, from due diligence, financial and business model design, transaction documents preparation and review, project negotiation, to the management of project performance and dealing with project disputes.
Mr. Chuxing Dong has assisted clients in a series of landmark projects with significant industry influence, including China’s first carbon asset custody project in the steel industry, China’s first carbon neutralization service trust based on CCER, the first transaction of APX TIGR in China, China’s first carbon compensation iron ore transaction, the first large-capacity natural gas distributed energy project and the first large-scale grid-side energy storage demonstration project of Zhejiang Province, a series of centralized cooling projects in Guangdong-Hong Kong-Macao Greater Bay Area, the acquisition of BYD Electric Vehicle Investment Co., Ltd. by Shell, etc. He has also provided integrated legal services for power generation groups including Zhejiang Provincial Energy Group Company and Yunnan Energy Investment Group in their construction of carbon asset management system and establishment of carbon asset management platforms, and has offered specialized consultancy for formulating the first national carbon asset management system group standard mandated by Shanghai Environment and Energy Exchange. Mr Chuxing Dong participated as one of the key counselors in the reform of energy administration approval system conducted by National Energy Administration, the research of electromagnetic radiation dispute responses by Ministry of Ecology and Environment, the research on International and Domestic Application Status of Carbon Trading Voluntary Emission Reduction Market Offset Mechanisms by Tsinghua University, the research on Carbon Trading Strategies for Energy Groups by Zhejiang University. Mr. Chuxing Dong has also advised many central SOEs and multinational corporations on climate change policies, green power certificates, and carbon emission trading issues.
